Dr. Scott Manning is a technical training specialist and program consultant for the Virginia Department of Transportation, where he is responsible for developing and delivering a broad range of courses in civil construction, project management, and transportation safety, security, and emergency response. Manning is also an associate faculty member at Royal Roads University and facilitates graduate courses for the Disaster and Emergency Management program. His primary research interests include disaster policy and planning, program management, social capital and network theory, transportation systems and infrastructure protection, vulnerability, and disaster resilience.
Experience
Manning has been teaching and facilitating courses in industry and higher education for nearly 20 years. He played a key role in implementing emergency preparedness and response training for the Virginia Department of Transportation and taught numerous courses on emergency action planning, highway response operations and incident management systems. At the university level, Manning has taught courses on homeland security planning and preparedness, disaster and emergency management theory, leadership and organizational behavior, policy processes, and research methodology.
