Former Youth in Care

The aim of this British Columbia provincial program is to improve access, services and educational outcomes for former youth in care by waiving tuition fees.

Eligibility

  • Studying full- or part-time at the undergraduate level at a B.C. public post-secondary institution; the Native Education College or an approved union-based trades training provider (see below for more information on eligible courses and programs and a full list of eligible institutions);
  • Adopted through the B.C. Ministry of Children and Family Development (MCFD) or Indigenous Child and Family Service Agency (ICFSA); or
  • Formerly in the B.C. Ministry of Social Development and Poverty Reduction Child in Home of Relative Program; or
  • Formerly in any B.C. MCFD or ICFSA Legal Status (either while living in B.C. or while placed by MCFD or an ICFSA on an Interprovincial Placement Agreement [IPPA]) at the time you turn(ed) 19 or for at least 24 months (730 days) (consecutive or accumulated in any combination).

This program applies to the wide range of study programs outlined below. There is no minimum course duration, course load, or maximum tuition fee coverage.

  • Courses leading to a certificate, diploma, or undergraduate degree
  • Courses taken during unclassified qualifying years and non-credit-based trades programs eligible for student financial assistance
  • Apprenticeship training
  • Any continuing education courses or non-credit courses associated with lifelong learning or competencies related to the labour market

Masters, PhD or post-graduate courses or programs, or any Adult Basic Education programs and/or fees, are not eligible

How to apply

  1. Student completes Royal Roads admissions application.
  2. Student completes the Provincial Tuition Waiver Program application form and submits to RRU's Financial Aid & Awards office. This consent allows your institution to validate eligibility with Ministry of Children and Family Development (MCFD).
  3. Royal Roads University will request validation of student eligibility from StudentAid BC.
  4. If the admissions application is approved, Royal Roads University will admit you to your program of study without collecting tuition fees. If you have already been verified and paid your fees, your tuition fees will be reimbursed.
  5. Where an individual falls outside the eligibility criteria, but wishes to be considered, the individual or the institution can submit a request to the System Navigator (tuitionwaiver@gov.bc.ca).
