Donna Gray has more than 25 years of experience leading complex transformation initiatives within municipal government.

Donna is passionate about driving service excellence in service delivery through employee engagement, organizational development, leadership and creating coaching and learning organizations. Throughout her career, Donna has designed and executed service transformation and customer experience strategies in human resource management, communications and in the direct service delivery of  municipal services.  

Donna's roles working with the community are grounded in the principles of sustainable development, empowerment, inclusivity, social justice, equality and participative democracy. Donna has been instrumental in advancing the City of Ottawa's community development efforts through her leadership roles in creating the City's first Community Safety and Well- being plan, Alternate Response to Mental Health and Addictions strategy, Affordable Housing Plan and Anti-Racism Strategy.

Experience

During her 35 year career, Donna held senior leadership roles in client service, community and social service, emergency and protective services and corporate services at the City of Ottawa. In her roles as the director of Service Ottawa, and the general manager of service innovation and performance, she led innovative multi-year programs to achieve enterprise-wide service excellence and service transformation across the city.

These roles included leading multiple corporate initiatives that strive to improve the client experience with all city services through strategic planning, organizational development, process reviews, policy development, and information and technology transformation. 

As the General Manager of Community and Social Services, Donna led the City of Ottawa's human service response to the Covid-19 pandemic and concurrent service transformations in long-term care, child care, housing, community funding, employment and social services.  Donna was also the executive sponsor and leader of the city's diversity, equity, inclusion and Indigenous relations strategies.
