Carl Monk is a lawyer based in Victoria who has served in the Royal Canadian Navy and later in the Office of the Judge Advocate General in the Canadian Armed Forces for 28 years.  

He deployed on a warship to the Gulf of Oman (2002), with the United Nations Mission in Sudan (2009) and domestically to the BC wildfire response (2017). 

His last posting in the Regular Force was at the Military Law Center where he was the operational law lead.  Carl continues to practice military law part time, is the CEO of Transform International Canada, owns a small real estate business, and volunteers with the Royal Canadian Marine Search and Rescue Organization and the Victoria Intercultural Association. 

He and his wife have two young daughters that him on his toes, but when the opportunity presents, Carl enjoys tennis, surfing, wing-foiling, travel, skiing and playing the guitar. 

Experience

Carl has taught International Humanitarian Law at the Royal Military College of Canada, at the Allard Faculty of Law at UBC, and to various members of the Canadian and Jamaican Armed Forces. 

Carl is a reserve legal adviser in the Canadian Armed Forces and was previously a full-time military lawyer in the Office of the Judge Advocate General Office. 

He is the CEO of Transform International Canada, which specializes in international development and is the project lead for a Street Business School operating near Gitega city, Burundi.
